Representative bodies should consist of an odd number of members to ensure that they are able to form a majority, or form government with the support of a majority.

For example, if a representative body (such as a State Legislative Assembly) has an even number of members, then it may be split 50:50 and can’t form a government, forcing a new, costly election.
